Do you use it [the tractor beam] in first person or third person?

Like remote turrets, you look at the screen and then you go into a full-screen view that controls it. So if you imagine when you're playing in a Prospector, you're sat overlooking the beam; it would be like that through a remote camera, you're sat overlooking it. You can do it in third person, like you can do most things in third person, but it'd be a heck of a lot easier to do it in first person through that.
