Yeah, the design of the tagging system as it stands right now does include the ability to identify the owner so you can return it, because otherwise you could get busted for having stolen cargo yourself.

I guess we need a messaging system or something to let people know that you've gotten their cargo?

That'd be a good idea, a lost and found board or something.
