in NFM the power assignment to thrusters will affect their performance, yes, but it's not like 1 pip assignment means 25% or so of thruster power. Even at the min amount of pip assignment you'll have a very usable ship, the min-max assignment difference is more in the region of 10% to 15% dependent on the ship. So it's not a replacement or an alternative for the acceleration limiter.
