Will ground vehicles be required to be refuelled or recharged?

That's another thing to add to the ideas pot. I think right now they have power plants.

They do have power plants, which are currently an infinite-supply nuclear power plant. Perfect ground vehicle, just driving around with your nuclear power plant in the back.

I think part of the issue right now is that places to refuel your ground vehicle are few and far between.

I can see in the future them having some costs, so you can't just run them in perpetuity. But it's probably not going to be as harsh as the [space] vehicles are, because it's a lot easier to get, say, a Starfarer to a stranded spaceship and give it some fuel than it is to get some jerrycans and go trek across the desert to recover a ground vehicle.
