Where can space stations be built, and will there be smaller-scale stations for smaller groups?

So there isn't plans at the moment for smaller-scale space stations, and there will be some limitations on where you can build a space station, but you're not limited to just in orbit, around a planet. You can build it way out in the depths of space and have it well hidden for whatever you want to hide it for. Largely anywhere, but there will be limitations.
