I’m not clear what you are asking. Can you please screenshot the setting you refer to from another game?

Syncing CPU and GPU hurts performance, it literally means to force one of them wait for the other. Every game does need to sync them, but you do it very carefully and for the bare minimum time. There’s no way that doing more syncing would result in more performance, but perhaps I misunderstood the question.
