You can do four separate ships at the same time, or you could do one ship four times in a go. Rather than just being that little top up, it could be four sequential refuels. You've got enough to get out of atmosphere again for all those people that have gone down to a planet hogging afterburner and now could not get back up again. Here's enough to get you out to a fuel station and maybe a bit more back home as well.
And a lot of times as well, you call out a Starfarer, and the cost of that, of a big ship making all that leap to come to you, and it's like, I just needed enough to get home. I just needed enough to get to a station and I'll sort myself out from there. They don't necessarily want the works. They just want enough to get me out of this pickle.
