Is it safe to say that even though mission sharing and dividing reward payouts aren't in the tier zero implementation, that is something we want to pursue in subsequent releases?

Yeah, that's something that we definitely want to have in the game.

And in subsequent releases, it would have to be tied to the group system in some way, I would imagine.

Yeah. Both. We'll probably want to be able to have it certainly for your party, which is your primary group at any given time, and then also as we start to look more into how to integrate organization features and things like that.
