As we can use the Pioneer to place player outposts, is the SRV an option for moving player outposts once they've been placed?

It's not something we want it to do at this point. The Pioneer fabricates them inside the ship and then drills them into the surface for stability. The Pioneer can do the reverse. It can land back over them and move them around, but you cannot tractor beam them in the current design.
