Yep, you will be able to both destroy and relocate buildings.

If you have a freight elevator on the base then destroying will refund up to x% of the materials you used to craft the building - with the refunds being sent to said freight elevator. The amount refunded can be reduced, based on how much damage the building has when destroyed.

You will also be able to adjust the stilt heights of buildings so that it is easier to connect them to other structures on undulating terrain.
