What does a lead network engineer do?

Pretty much the same thing. The other part of it is dealing with, well, dealing is the wrong word, talking to the other leads and coming up with solutions for the kind of problems that we face that's going to work for everybody. Trying to make sure that everything's tasked up in Jira and production are aware of what we need and when we need it by, so that we can work out our dependencies.
