TL;DRThe mission is offered one at a time, with a limited number available, so the best approach now is completing other missions, aborting rather than failing, to raise reliability and the chance of being chosen.
So she should have... It's kind of strange that she didn't offer all of you this job right now, but maybe she offers them out one at a time. At the moment one's accepted, then she'll offer the next one. She's got four to offer, and that number comes basically from: we don't want literally every person on the server to get this mission, because there'd be no one to play the counter mission or such. And also, obviously, there's a number of locations we can put down. There's no limit to the number of locations, but every one we add we have to maintain.
So right now, if you want to get these missions, any mission from a mission giver, the best thing you can do is do other missions and complete them. And if you can't complete them, don't fail them, just abort them for now. Because reliability is built up by completing missions currently. We want reputation per player and such, per mission giver. We don't have that currently, so there's this overall reliability stat. So go complete missions, and you will have a higher chance of being chosen when it comes to the random choice that they pick of getting any mission.
