We compare [the Vulcan] to a tow truck. Can the Vulcan actually tow? Does it have tractor beams? Can it tow another ship?

I don't think it is. No, there's no design or space for a spare utility mount for a tractor beam to drag anything with it. I'm sure some enterprising people will find a way to perhaps not tow but nudge things around.
